Proposal Instructions:

The links above will provide generic and other commodity commission proposal and progress report preparation guidelines for the review cycle in rtf (Rich Text Format) format. The commodity commissions that continue to use the standard proposal and progress report formats are the Barley, Asparagus, and Pea and Lentil commissions. The remaining commissions use different formats. If you have any questions please call 509-335-4563 or email Mary Lou Bricker for clarification during any part of the process.

Please note the following relative to commodity commission proposal submissions:

  • The Agricultural Research Center (ARC) asks that College of Agricultural, Human and Natural Resource Sciences (CAHNRS) researchers have proposal budgets reviewed by the ARC in advance of submitting proposals. This results in a more efficient process.

  •  REX forms are not required for commodity commission proposals. However WSU
    Assurance Forms are required. For a copy of the WSU Assurance Form click here
    or use the list above.

  • Only an electronic copy of each proposal and each progress report should be sent to the ARC. (Again, this does not apply to the Tree Fruit Research Commission, Potato Commission, and Wheat Commission proposals and progress reports.) Copies of proposals and progress reports should not be numbered since they need to be duplicated and assembled together into booklets.

  •  Please use the most recent Graduate Research Assistantship (GRA) matrix when calculating GRA costs.  Use July 1, 2008, as the GRA start date for the following commissions:  Potato, Wheat, Barley, and Pea and Lentil. Use March 1, 2008 for the Asparagus Commission, January 1, 2008 for the Dairy Commission, and April 1, 2008 for the Tree Fruit Research Commission. Please note that the Tree Fruit Research Commission does not fund tuition, publication costs, nor travel to professional society meetings including research reviews.

  •  Please do not forget to include your "Current and Pending Support" forms with your proposals. Please e-mail your WSU Assurance forms to the ARC. These forms do not go to the commodity commissions. These are linked above for your convenience to print out.

  • Potato Commission, Dairy Commission,Tree Fruit Research Commission and Wheat Commission proposals differ from the standard commodity commission proposal format. As the deadlines for submission of these proposals draw near, specific proposal preparation instructions will be sent out to researchers. For information on preparing Tree Fruit Research Commission proposals, researchers should check the Commission's website by using the Explorer web browser at: http://www.treefruitresearch.com. For information on preparing Potato Commission proposals and progress reports, the web address is: http://www.potatoes.com. The Dairy Commission and Wheat Commission's proposal and progress report formats are linked above.

  •  The Tree Fruit Research Commission and the Potato Commission prepare their own proposal booklets. As such, CAHNRS researchers should e-mail PROGRESS REPORTS and FINAL REPORTS directly to the Potato Commission by the required deadlines. Final reports should be e-mailed to the Tree Fruit Research Commission. However, please e-mail your Potato Commission proposals and Tree Fruit Research Commission New Research Proposals and Continuing Project Proposals to Mary Lou Bricker at the ARC no later than one week before the proposals are due at the Commission. Electronic copies of the proposals will be forwarded to the Potato and Tree Fruit Research Commissions after ARC review. We ask that CAHNRS researchers NOT e-mail proposals directly to the Tree Fruit Research, Potato Commission, and Wheat Commission . Note that no hard copies of Potato Commission, Tree Fruit Research Commission, or Wheat Commission proposals or progress reports need to be sent to the ARC or to the individual commissions.

  •  Wheat Commission proposals do not follow the generic proposal format.  Please follow the Wheat Commission-specific guidelines linked above.

  •  The request for proposals (RFP) covering Wine Advisory Board (WAB) funding will be available mid-November. Proposals and progress reports will be due to the Ag Research Center.

Additional Instructions:

  1. Unless otherwise instructed under individual commodity commission guidelines or RFP's, keep proposals to three pages or less, four pages for Potato Commission proposals.

  2. Include a "Current and Pending Support" form (see linked formats above and choose either version). If you have no "other" support, please prepare the form and indicate "none".

  3. Use 1 1/2" margins all around each page of the proposal/progress report.

  4. Do not number pages or staple proposals; instead, use a paper clip with a protective scrap of paper.

  5. Please make every effort to prepare proposals that are self-explanatory and can be easily understood by your audience.

  6. When preparing proposals and progress reports, address each section listed in the proposal and progress report formats unless otherwise indicated. Budget line items should be fully explained with footnotes.

  7. Objectives should be specific so they can be accomplished during the proposal period.

  8. Proposals should last no longer than three years and should be considered "NEW" after the third year. A new set of objectives should be written for all "NEW" proposals.

  9. Except for Potato Commission and Tree Fruit Research Commission proposals and progress reports, which are submitted electronically, submit one hard copy of each proposal and progress report to the ARC by the deadline. DO NOT send any diskettes. We will return your proposals and progress reports for revision only if you failed to use the proper format or if your budget needs revising.

  10. Include a completed "WSU Assurance" form with your proposals. Links provided above for your convenience to print out.
